The latest Green Drop report found that some municipalities are not meeting the requirements for supplying clean water as was evident in Tshwane where there was a cholera outbreak.
The Human Rights Commission also found that the sewage spillage in the Vaal area was a cause for concern following years of lodging complaints.
Recently President Cyril Ramaphosa raised concerns about municipalities returning funds meant for the development of infrastructure.
