Many small railway lines across Japanese countryside carry sizeable losses. But in Chiba Prefecture, Katsunori Takemoto has found a way to keep his business afloat. According to the transport ministry, 91 out of the country’s 95 small railways – services outside urban areas or major regional links – recorded deficits last year.
